Avni traces the shifting patterns of Jewish Immigration and Argentine immigration policy, both as manifestations of cultural and historical processes and as forces shaping the emergence of a large Jewish community. The study includes the beginning of Argentine independence in 1810 through the establishment and consolidation of the State of Israel in 1950.
