Industry competition subverts the choice of airlines to operate above legal minimums, as they long had done. John Nance suggests that the entire industry--designers, manufacturers, mechanics and the people they work for, and the headsof FAA--needs to be alerted to the role of human factors and human performance in most safety problerms.
