Tibbles, born in 1840, in Washington County, Ohio, left home at a very early age, and was at times a scout and guide, a Methodist circuit rider, a newspaper man, and a national political candidate, and always a reformer. A high point in his role as a champion of Indian rights was his involvement in the court case of Standing Bear v. Crook, and the Court's decision that an Indian is legally a person and therefore has the rights set forth by the laws of the land..
