London: John Crockford, Law Times Office, 1856. vii, [1], 112, [12] pp. Octavo (7-1/4" x 4"). Publisher's patterned cloth, gilt title and author name to front board. Binding slightly cocked, light rubbing and soiling to boards, moderate rubbing to extremities, light wear to joints at ends, spine ends and corners bumped and lightly worn, hinges starting. Moderate toning to interior, light foxing in a few places, fold lines to corners of several leaves, pencil and ink underlining and marginal marks in a few places, presentation inscription "To Valentine Goold Esq Chief Constable of Somersetshire with the Author's Compts" to head of title page. $450. * First edition. Saunders, a police magistrate and barrister, wrote many treatises on policing and local law enforcement. The Counties Police Acts discusses the County Police Acts of 1839 and 1840 and the County and Borough Police Act of 1856, which allowed (and eventually, required) justices of the peace to establish constabulary police forces in their local communities. A second edition was published in 1859. Both are scarce. OCLC locates 2 copies of the first edition (National Library of Scotland, University of Oxford).
