The county courts in early nineteenth century Kentucky were closer to the people than any other governmental institution; their powers and responsibilities touched the daily lives of almost every inhabitant. The author describes the activities of the courts in such matters as overseeing the administration of estates, the guardianship of orphans, and relations between masters and apprentices, as well as tax collecting, roadbuilding, and the construction of ferries and mill dams. The courts had become, in effect, self perpetuating oligarchies, a situation which continued until the Constitutional Convention of 1849..
