Holes in inner margin, not touching text; light foxing to the title page and several other pages; inked number "10" in an early hand on the title page. Contains copies of instructions and correspondence "with the Governors of any of the States, and with the Governments and officers of Mexico and Great Britain, concerning the preservation of the neutrality of the United States in teh civil wars and insurrections in Mexico and in any of the British Provinces north of the United States, since the year 1829. . . ."
