"The undersigned, from the select committee to whom was referred the House bill No. 472, for the emancipation of the slaves of rebels, with instructions to report a substitute, being unable to agree with the majority of the committee in supporting said substitute, begs leave to submit the following minority report:..." 3 pp. Disbound government document. Creases and chipping to spine edge, browning along document edges, some foxing spots. Document in VG condition. John William Noell was a Representative from the state of Missouri from 1859 until his death in 1863.. Paperbound. Very Good. Size: Approx. 5 3/4" x 9". Slavery.
