CHARLES W. KOBURGER, Jr. is a Captain in the U.S. Coast Guard Reserve who retired in 1978 after 20 years of active duty. He is now an independent consultant in the operational aspects of maritime affairs, specializing in navigation systems. His previously published books are Sea Power in the Falklands (Praeger, 1983), The Cyrano Fleet and Steel Hulls, Iron Crosses, and Refugees (both Praeger, 1989) and Narrow Seas, Small Navies, and Fat Merchantmen (Praeger, 1990).
