He established the War Office and was an important administrator of British colonies in North America.

This letter from one J Whitley to William Blathwaite, begins "I'me the person that about 16 years ago was a fellow clerk with Mr. Sergeant (who is lately dead) in the Plantation Office in Scotlands-Yard, but since that time have visited many places in England & Wales ..."

J Whitley proposes to call upon William Blackwaite "tomorrow Morn" and appears to be requesting a job, assuring Blathwayte of his "Diligence & Sobriety
