ON DECEMBER 10, 1886, a letter appeared in The Times of London in which Robert Felkin, a prominent Scottish physician who had traveled extensively in Africa, implored the people of Britain to rally to the cause of a man with a distinctly un-British name, Dr. Mehemet Emin.
