The author seeks to examine the moral bond that ideally exists between the state and its citizens in order to make government work. How is this achieved in the more difficult circumstances of a racially mixed state where one race may be dominant? How is this legitimacy maintained when there is racial tension? The author tackles all these issues in the Singapore of the time, a more fragile state than it is now. 157 pages including several figures and tables, notes and an index. The book's chapters include 1 - Introduction, 2 - Singapore's Past and Present, 3 - The Causes of Legitimacy, 4 - The Causes of Ethnic Hostility, 5 - People and Politics, 6 - An Analysis of Public Policy, 7 - From a Little Country to a Large Theory. Otherwise the binding is tight and the text clear with no tanning.
