He was elected to the Legislative Assembly of Manitoba and afterwards represented Montreal in the House of Commons of Canada. He was Canadian High Commissioner to the United Kingdom from 1896 to 1914. He was chairman of Burmah Oil and the Anglo-Persian Oil Company.
