It begins with President James Buchanan's State of the Union message (pp. 1-72) followed by reports from the Secretary of the Interior Jacob Thompson (pp. 73-750). President Buchanan's report starts by discussing the issues of Kansas statehood and the slavery question there, followed by a few pages concerning the results of the 1857-58 military expedition sent into Utah to remove Brigham Young as governor of the territory and to force the population to submit to the authority of the United States government. At pages 69-72 is a reprint of President Buchanan's famous Proclamation concerning the necessity of this "Utah War" and the need for citizens of Utah to abide by the laws. Eborn notes that this volume also has material on the land survey in Utah and the Indians there. In Secretary of the Interior Thompson's report, there is much of interest on the settlement of Public Lands; Indian Affairs; the upcoming 1860 Census; land surveys of Florida, Louisiana, California, Washington, New Mexico, and Oregon Territory; penitentiary reports, including a detailed "Journal of Convicts " for Washington, D.C.; pensions; public buildings; etc. See Flake 9220 in A MORMON BIBLIOGRAPHY.
