At the initiative of the French government, an International Conference for the Suppression of the White Slave Trade Traffic was concluded in 1904. followed by an International Convention of the same name in 1910. The agreement provided for the establishment of national machinery to coordinate information relative to the procuring "for immoral purposes" abroad of women or girls. States parties pledged to exchange this information and to take concerted measures for detecting persons involved in the traffic and repatriating its victims. In addition, the parties undertook to punish the traffickers if the victim was under twenty years old, even in cased in which the victim had consented. In the case of older women, who were presumed to be exercising the profession freely, traffickers would be punished only if they had used fraud violence or compulsion. Bound in between the two parts are two manuscript documents. One dated 1904, the other 1914 which describes these initiatives and which countries signed.
