Richmond: the commission, 1963. 15p., staplebound 8.25 x 5.5 inch booklet on heavy paperstock, wraps designed to project the ultra-professional look. Faintest signs of handling or age. Federal subsidies (childhood vaccination programs are advanced to illustrate the point) "by managing more than 90 federal subsidy programs accounting for the expenditure of 12 billion dollars, is extending a powerful hand into the affairs of all the States." This is a states-rights argument for what happened later under Reagan, Bush and Clinton, from a "commission" put together in 1956 to fight desegregation. The writing is high-minded and legalistic.
