"Georges Bank, 20,000 square miles of turbulent shoal water off Nantucket, is one of the richest fishing grounds in the world, its depths populated by cod, haddock, flatfish, and scallops. Until recently it was a gathering place for immense fishing trawlers of all nations. Then the Bank also became a bone of contention for explorers in oil, pitting the great multinational companies against one another, to say nothing of federal and state governments, jostling for their share of offshore oil revenues. Georges has long been the subject of dispute between the United States and Canada, and in the fall of 1984 the International Court of Justice in the Hague awarded a large portion of the Bank to Canada. Oil-lease sales were scheduled - and cancelled. Fishermen protested to their political representatives, who protested to their governments. Over the storm-lashed and fecund waters of Georges Bank, William MacLeish has travelled many times - by trawler, by helicopter, by scientific research vessel, by airplane, and by scallop boat. His pages bring us the scientists, the fishing people, politicians, lawyers, and oilmen connected with Georges Bank."
