New threats - territorial quarrels, nationalism, and the demise of the Soviet Union as a unitary state - require a radically new approach to European security. The creation of an effective security system will be highly dependent on the trust and co-operation between the former Warsaw Treaty Organisation countries and their new-found NATO allies. As their title suggests, the Vienna Negotiations on Confidence- and Security-Building Measures aimed to do exactly this, by fostering greater openness about military organisation and activity. John Borawski's history of the negotiations provides a detailed analysis of the issues involved, indicating the likely direction of future talks following the watershed March-July 1992 CSCE follow-up meeting in Helsinki, and highlighting their extreme relevance to the problems confronting European policy-makers today.
