Signed in black ink at bottom of first front end paper "To Betty Wodgowicz with best regards, Ted Bell." DJ glossy yellow background beneath mylar, a small photo of Secretary Bell at front left with color seal for the U.S. Dept. of Education, a color photograph on most of back of the Oval Office meeting with President Reagan. DJ has light wrinkles at top back. Near Very Fine DJ/Very Fine book.
