Volume I lacks most of spine covering, hinges cracked, Volume II binding complete though well-worn. Volume III binding lacks ownership band on spine, well-worn with spine covering beginning to detach. The leather has burned the outside of the free endpapers with that area now being brittle. No writing apart from ownership stamp inside front cover of Volume I. All boards remain attached; a few pages throughout have creased corners; the text blocks remain clean and free of tears. .

Beige cloth with gilt lettering to spine.; 6" x 9-1/4"; 128 pp; Covers soiled, bumoped and with some torn/frayed areas at the top of the front board including small losses to the cloth. The was the copy of attorney Walter C. Fox, with his name and Los Angeles address boldly noted on the front endpapers, his name on the title page and his Berkeley address on the rear free endpaper. Hinges remain sound, first two leaves with small chips at top of pages, text clean and otherwise free of tears or writing. .

The committee solicited the States for their views on water resources issues, holding extensive hearings throughout the country, from Montana to Florida and from Maine to California. Included is the final Report of the Committee (from the hearing January 30, 1961) and most transcripts from the hearings which were published in separate parts by location in 1960 (lacking Part 7 and Part 23).
