Penciled note of sender's address (Lewis Hill, a conscientious objector during WWII who would go on to confound Pacifica Radio). Announces a conference planned for February 1946. "The signers of this statement believe that the time has come for radical elements from the groups devoted to war-resistance, socialism, militant labor unionism, consumer cooperation and racial equality to attempt to come together in a common program of revolutionary action. We present the following statement of principles as a tentative basis for unity, subject to debate and discussion at a national conference." Hill is listed as the contact; among the signers is Dave Dellinger.

The larger packet is an overview of topics to be discussed at the CNVR's founding conference. Under each heading is a contribution showing the opinions of David Dellinger, Lewis Hill, Roy Kepler, John Lewis, John McCarney, and others. The second document is a synopsis of the positions that were agreed upon at the conference. Many of its members had been conscientious objectors during the war including Dave Dellinger, George Houser, and Igal Roodenko.

Six issues of the newsletter, three mimeographed, three printed on newsprint; all 8.5x11 inches, generally very good, one with chipped corner, two with postal markings. Issues present are the inaugural number from Jan. 1945, Spring, Summer, Autumn 1945, Winter 1946, and the final issue from Spring 1946. The first issue of this libertarian socialist publication has an introductory explanation by Marvin Penner. The Spring 1945 issue notes that a good Samaritan had donated printing facilities; this explains its more professional production, but for the last two issues it reverts to mimeograph. The co-publishers and co-editors were Charles Bloomstein and J. Dickinson. Bloomstein, a friend of Bayard Rustin, was a conscientious objector during WWII and spent time at three different Civilian Public Service camps.
