Parsons makes the case for a more democratic structure of including lay persons in church decisions. Parsons (1868-1960) was a social gospel minister in Berkeley and Bishop of the California Diocese of the Episcopal Church (1924-1940). Parsons consecrated Grace Cathedral while Bishop. He was associated with Civil Rights Congress and on the board of the San Francisco ACLU in the 1940s and 1950s.
