"Here we see how the world's navies emerged at the end of the 1914-18 holocaust. As the preface states, the labor incurred in the preparation of this edition was exceptionally heavy, the editors having to deal with much information withheld from publication during hostilities as well as with the demobilization of the war fleets, 'the indeterminate state of the late enemy navies, and the chaotic conditons of the Russian fleet'.
