He described, from close observation, the depressed condition of the peasantry, which he attributed to the Poor Laws. He was in strong opposition to the allowance system as it forced workers into a state of pauperism, and was unfair to the non-pauper labourer. In his important Inquiry into the workhouse system he analyses and criticises a number of different schemes, and provides details of a number of specific workhouses in Norfolk with statistical tables.
