Front and rear pastedowns of the first volume are browned, else internally unmarked and generally clean. Very light occasional foxing. 20 pages of illustrations on plates, plus frontispieces. Each volume has its own index. pp. xii, 605, [1]; x, 499, [1]. Louis Brownlow (1879-1963) was a political scientist, journalist, foreign correspondent, city manager, consultant in the area of public administration, and professor of political science at the University of Chicago. He served as an advisor to the administrations of Presidents Franklin D. Roosevelt and Harry S. Truman and was the namesake of the 1936 Brownlow Committee, responsible for the modern reorganization of the executive branch. Each volumes is inscribed to his niece Ruth Brownlow Blandford (1898-1970), wife of Louis Brownlow's assistant, John Bennett Blandford, Jr., during his tenure as the City Manager of Petersburg, Virginia, in the early 1920s.
