New York: Gould & Banks. Good. 1821. First Edition. Hardcover. Contains a large folding chart in the frontis that is clean with no tears: A Statement on…Rates of Duty…in American Vessels from 1790 to 1820. This is a rather early work on political economy by an American whose impetus for writing this work was caused by the proposal of a new tariff system. The author examines the history of government revenues, taxes, and more importantly the American system. An uncommon work whose author is given as "One of the People," but is identified by Sabin as Churchill Cambreleng who was a representative to Congress from New York. Henry Baldwin was a prominent attorney and representative in Congress from Pennsylvania; he was later appointed by Andrew Jackson to the U. S. Supreme Court. This analysis of his tariff proposal was considered to be "a well-reasoned, conclusive tract" by McCulloch (see Sabin). Original publisher's brown cloth boards with spine repaired with binder's tape. Foxing and tanning to pages, but all text is clearly legible and easily read. One signature loose (the contents and introduction). In the rear is a loosely inserted Senate Document dated July 1846. Ref: Sabin 10109; 8vo 8" - 9" tall; 268 pages .
