It is an essay that earned Walter Spahr $1000 first prize in the 8th annual Alvan T Simmonds Economic contest in 1929. Walter E Spahr was an Economics professor at NYU from 1928 to 1956. He was also the founder of the Economist National Committee on Monetary Policy that advise Congress on Monetary policy. He also was an advocate of the gold standard. .
