"Liberty of the press was guaranteed to all Frenchmen in 1814. This was only the beginning of many problems, however. Did liberty of the press apply to newspapers or only 2 books? Could censorship be used in a paternal manner or must journalists be subject only to the laws of libel? Moreover, of what must the laws of libel consist to mark these questions provided material for a struggle which played an important part in the political history of nineteenth-century France. This book describes the efforts of governments and journalists to force answers which they believe serve their own ends, good and bad, until the promise of liberty was redeemed in the great press law of 1881."  from the front panel blurb.
