From Intro; The solemn strains and the haunting chants of entreaty and phrase which stir us from Kol Nidrei until the close of Neilah are followed within a few days by the jubilant chords of the liturgy of the Festival of our Joy. The proximity of Yom Kippur and Scuuoth excites our curiosity and invites speculation as to whether there was some definite speculation as to whether there was some definite reason for coupling together these two important Festivals, ow whether it occurs by the merest chance. The Midrash Rabah, which expounds by the use of homily rather than by a literal translation or explanation, tells us in its whimsical manner that at the termination of Yom Kippur God addresses Israel with the world, 'Let bygones by bygones--from now on we begin a new balance-sheet'. Got uttered these words because of the fasting and the supplication of His people.
