A native of Goa (Divar, 1827-Nova Goa, 1884), he worked as editor for the Imprensa Nacional of Portuguese India from 1859 to 1864 was a cavaleiro da Ordem de Cristo as well as that of Vila Viçosa, and was a corresponding member of the Real Academia das Ciências de Lisboa, the Sociedade de Geografia de Lisbon, and the Bombay branch of the Royal Asiatic Society.
