From the article: "Even though county government may well have been the most influential part of the American constitution before the Civil War, historians of the United States have for the most part neglected the subject in their administrative, political and constitutional studies. There is thus a need for a thorough exploration of the political realities of county government and its relationship with the other agencies of local and state constitutions during the ante-bellum period. The nullification crisis in Franklin County, Kentucky occurring in the years 1845 and 1846 and certain episodes which preceded it afford an excellent opportunity to accomplish these goals.".
