Wear to the edges; two fold-lines across the width of the pamphlet where it was once trifolded. A speech on the restoration of the rights of the rebel states within Congress. Shellabarger is perhaps most known for authoring the Ku Klux Klan Act of 1871, focusing on eliminating extra-judicial violence by vigilante groups like the KKK.
