In this prize essay the author discusses the then-current debate between imperialism and isolationism, and the prospect of losing the Philippines. ""Towing ther New Orleans Dry Dock to Pearl Harbor"" by CDR Dr.R. Osborn, Jr., USN tells of his recent task of towing a 1900-vintage dry dock from New Orleans to the Panama Canal, disassembled to get through the Canal, reassembled in Balboa, and then towed by the author's ship, USS Capella and the seagoing tug USS Navajo. Professional notes discusses cutting building time for a new U.S. Navy battleship, lessons of Crete for Great Britain, German mine-laying operations, the oil situation for the USSR, the Red Trade Fleet, Murmansk. Wartime ads for Anaconda Copper & Brass, Kollsman instruments, Bethleham Steel, Lockheed, United States Steel, Packard, New York Shipbuilding Corp., Bath Iron Works, more.
