The proclamation, also known as the Proclamation to the People of South Carolina or Jackson's Nullification Proclamation, was written on December 10, 1832 by Edward Livingston, Secretary of State, and has both Livingston and Jackson's names at the end. South Carolina had recently passed a state law nullifying federal tariffs, and this response declares nullification as contradictory the Constitution and principles of a strong Union.
