Pittsburgh: University of Pittsburgh Press, 1955. First Printing. Hardcover. Very good/good. Cloth in dust jacket, book very good, owner's name and bookplate, jacket good with some wear and stains including two reddish drip-streaks on front panel. With laid in typed note from 1909 on Senate letterhead to Senator L. J. Forman of West Virginia trying to set up a meeting between the two. Elkins was a senator from West Virginia (and the namesake of Elkins, West Virginia); the recipient, Forman was the Republican president of the West Virginia Senate from 1909 to 1911.
