This military draft, enacted as the Civil War dragged on, chewing up willing recruits, was not very popular. Young men could opt out by paying money or providing a substitute, so its effects fell heavily on recent immigrants and the impecunious, leading to violent riots in New York. For the most part, however, the war was fought by volunteers.
