He was a graduate of the Alexander Lyceum and served in the Ministry of Justice before becoming a comrade of Witte. Kokovtsov held the position of Minister of Finance from 1904 to 1914 and supported the Stolypin course after the murder of P. A. Stolypin from September 1911 to January 1914, when he served as Chairman of the Council of Ministers. During the First World War, he played a significant role in the banking sector. Following November 1918, he resided in France. In 1933, his memoirs were published in Paris in two volumes, considered one of the most extensive and detailed Russian bureaucratic memoirs. It is of great interest to anyone interested in the history and development of the Russian economy.
