Undated, but mentions the rebellion of Emilio Aguinaldo as ongoing at the time of writing. The Populist politician argues in defense of US control of the Philippines, discussing the factors in their occupation during the Spanish-American War. "Our national title to the Philippines is as good in law as the titles we hold for our homes; and the allegiance of the Filipinos to the United States is due the same as that of the people of Alaska or Hawaii, or New Mexico, Arizona, or Oklahoma.
