All copies are Fine to Near Fine in maroon, stapled wraps that are all 5 ½ inches wide but that were trimmed in heights that range 8 ¼ to 8 ½ inches. The shades of maroon range from medium to dark. Some issues have slight edge wear, color loss along the spines, with touch of age toning along edges of the white, back cover. All issues are free of address labels. Each Volume is complete with six bi-monthly issues, EXCEPT that Vol. 6 has two copies of issue 2 and is missing issue 3. Total set is made up of 36 issues of the Forum. The set of six volumes is housed in a matching, maroon vinyl magazine file.

Hill was one of the most notable Victorian prison reformers and politically involved throughout his career, including working towards the Reform Bill of 1832. The pamphlet would have been written just prior to Hill joining the Birmingham Political Union, which campaigned for the extension of the vote.
