Hagel's first book, a documentation of the great San Francisco maritime strike that defined the labor movement in the west in the early years of FDR's administration. Hagel, along with his wife Hansel Mieth, would become well-known as a documentary photographer of social protest. This early publication is delicate and rather uncommon.
