In the years between 1915 and 1946, the Canadian Government put to work in Canada's national parks, some 10,000 individuals, immigrants, the jobless, the homeless, conscientious objectors, those perceived as potential enemies of state, and prisoners of war. The men had committed no crimes, but because of the World Wars and the Great Depression, they were seen as threats to public order and possible sources of civil unrest. Many of the heritage buildings in Banff, Jasper, and in the other national parks of Western Canada were constructed through the hard labour of the internees in these work camps.
