London, Chapman and Hall, 1906. 8vo. Original brittle and restored card wrappers; pp. 96, tables in the text; initially light spotting, otherwise good. Very rare first edition of this anonymously published pamphlet warning of rapid German ship building programs, and trying to modernize management of human resources on and below deck. According to a parliamentary debate this work 'was issued by Admiralty Order to the men's libraries on His Majesty's Fleet in 1906' (Volume 17: debated on Wednesday 15 June 1910). COPC locates copies in the Bodleian, the British Library, with the National Trust and in the National Library of Scotland.
