Lead article is ""Pan-Americanism and Naval Policy"" by LCDR Isaiah Olch, USN. Article discusses prospect of gaining West Indies bases in bases for destroyers agreement with UK. Photo of HMS Hood notes that her destruction by the Bismarck climaxed a long history of ill-fate which had followed the battle cruiser from its inception. Photo of German pocket battleship Graf Spee notes that weaknesses of the ship were apparent in her scuttling.""The Armored Cruiser -- Past and Present"" by A.E. Sokol. ""The Occupation of Tsingtao: A footnote to the current history of the China Incident"" by LCDR Arthur A. Ageton, USN. Includes several excellent photos of Tsingtao and damage, taken by author. Professional Notes include progress report on construction of a huge two-ocean fleet. Since Jan. 1 1941 474 keels have been laid, 275 vessels have been launched, and more than 213 ships have been placed in service. Wartime ads for Glenn L. Martin Co., Wright Aircraft Engines, Consolidated Aircraft Corp., RCA Victor, Crane Co., Cooper-Bessemer Corp., more.
