A counselor to the French finance ministry and former military analyst at the Ministry of Foreign Affairs, the author posits that the U.S. and Western Europe must find new ways to stabilize the world and deal with ethnic and political entities if future conflicts are to be contained and smothered before they escalate into the next world conflagration.
